"ICE officers are also instructed that firing at a vehicle will not make it stop moving in the direction of the officer."

And they are instructed (as are all law officers) to not stand in front of the vehicle. You are a sitting duck in that case. Also, if you fire and kill the driver while in front of the vehicle, the vehicle becomes a projectile with no known trajectory. Best to stand aside and aim for the tires.
