A resolution has no teeth. Even if it passes, it is non-binding.

And the Felon has already said he will veto an actual bill that limits his tariff power. I'm pretty sure that such a bill wouldn't make it to the floor under Johnson, and even if it did, it wouldn't have enough votes to overcome a veto.

From a political standpoint, it's something you can campaign on. But it won't make any difference this year.
