Not necessarily. It's possible he wants to outsource a lot of the military contracts. If you know anything about German procurement, you would understand why he may want to do that. If you think our system is bad, theirs is a lot worse. They almost can't get anything new (competing contractors sue if they don't get the contracts), and it ends up costing a lot more than it should. They do have some quality stuff, but it's like pulling teeth to get it.
