The Metropolitan Police Department confirmed Michael Pulliam was placed on paid administrative leave in mid-May. That happened just a week after Pulliam filed an equal employment opportunity complaint against an assistant chief and the police union accused the department of deliberately falsifying crime data, according to three law enforcement sources familiar with the complaint.

Here's how they do it. First, their policies always encourage more crime. Then as crime increases - overwhelming the local cops - they just start fudging stuff.
-Instruct police to not make arrests (such as for drug offenses like possession, or graffiti, or what have you)
-Overwhelmed police don't have the manpower to service calls, so crime goes unreported.
On and on. Most blue cities work like this.
