Was President Reagan and Lady Thatcher right to publicly call the Soviets "Evil Empire". Were people who disagreed with it wrong?

Was President Reagan right to build up the defenses and pursue more nuclear weapons, and today, is the West better off or worse off in its dealing with Putin as a result?
