Gotta admit, I'm puzzled here.

Guy was admitted to psych hospital THIS YEAR. (Two weeks was it?)

"Heard voices, telling him to shoot up the place."

Well documented by name, rank, and serial number with access and assignments to Army resources.

WHY DIDN'T HE END UP ON A PUBLISHED LIST THAT IMMEDIATELY PROSCRIBED HIS FIREARMS ACCESS, POSSESSION???

Gotta admit, I'm MORE than a little puzzled here.
