Other reports indicate the Capitol police fired into the crowd first.

What reports? The one you linked at the top of the thread cites the earlies instance of that as being at 1:07. The security perimeter was overrun about twenty minutes before that - which is why they called for the non-lethal crowd control team as back-up in the first place.
