As long as Reps control Congress, it will never happen. If Dems seize control next year, we might get a reasonable assessment of the situation, and if they deem action is warranted, they'll do it. Maybe. I doubt they would have enough votes to carry the motion, even if they crush it next year. You have to get the Cabinet, as I understand it, and they are all sycophants. And then 2/3 of Congress, which is an unlikely number to achieve even under the best scenarios.
