He’ll be in court and filing appeal after appeal, while running the clock down to the election date. He will do what he wants in spite of court orders, daring people to stop him. Is the judge going to stop him? Is the DoJ going to stop him? Of course not.
Unless he sends in troops, the states will stop him. They own it, and they know it. I'm not sure of how priorities work on dockets, but I'm sure this would be pushed to the top, and get thrown out every step.
So, the Felon would have to decide to ignore the courts. Which the states won't let him do. So, he'll have to send in either his gestapo (ICE, which wouldn't have jurisdiction, but he could make up something about stopping "illegals" from voting), or actual troops. Either scenario could get really ugly really fast, since the affected governors may have no choice but to call out the national guard to protect their voting rights.
I have no confidence in Congress. But I do have some confidence that governors would not stand for such intrusions into state powers.
If the Felon pushes it that far, a 'hot' war is a possibility. Probably not WWIII (the rest of the world wouldn't care). But it would be the first time the US has open conflict since WWII (which wasn't a big deal...Japan invaded Alaska -not yet a state-, and one of their subs shelled Santa Barbara...oh, and they floated some pyro balloons over the oceans that landed in Washington/Oregon, injuring no one).
