But, yes, I do suppose the IRS isn't the DOJ.

Unsurprisingly, during the Biden Administration they conducted a review of the IRS' behavior during that time. Surprisingly, they didn't do anything to single out Comey or McCabe - it was just a coincidence. No one tampered with the code that was used to select those years' returns for more intensive audits, and they got the same results when they replicated the process.
