Steve, I'm exploring another thought. It seems Ice agents have Federal immunity under the Supremacy Clause which, among other things, protects them from suits from locals as long as they are reasonably acting within the bounds of the law in per3formance of their duties. It's like qualified immunity, but also protects them from state suits. But there are some articles that seem to think Fed courts treat it as more powerful than than qualified immunity in Fed courts and allow ICE to essentially violate people's rights.

So the upshot that I'm trying to see if it's genuine, is that some journos think we aren't seeing rights violations suits on ICE because its interpreted to fall under their Federal immunity protection, whereas state and local police don't have that Federal immunity, so we see the rights violations much more against state and local police, but are rarer for Ice police. Can't seem to verify it though.
