He’s saying “Give me more now, or I will annihilate you after our elections.” That gives them pause to think “Maybe now is the time to make a deal”.
The Iranians have been saying "bring it", for quite a while now.

Ali Larijani, Secretary of Iran's Supreme National Security Council, stressed that Iran is fully prepared to confront a potential U.S. incursion and capture or kill incoming troops.
The US fought guerilla wars in Iraq and Afghanistan, for years, before giving up and going home. The Iranians, as well as everyone else, should understand, by now, that Trump's demands for "more" never end.
Of course, the other possibility is Trump's planned "annihilation" would be so horrific that it might put off enough people for him to have trouble getting his bootlickers elected in November, if done before the election. When he started this fiasco, people were saying no country was ever defeated by air power alone, without boots on the ground. There is one case, where a foe surrendered to air power: Japan, and we know what sort of air power that was. Tehran has a population of some 9.8M, with the greater metro area being home to 16.8M. Does anyone think Trump, or "Bibi" would be bothered one bit by nuking all of them?
