he and his family still get lifetime immunity from paying any taxes, right? Because, why not?

Mega-difference between "not looking" and "not paying".

IRS just declares "Spankee owes $9B in taxes. PAY NOW."

Spankee screams "Prove it!!".

IRS says we do NOT have to "prove it". We just declare it and you owe it. YOU are required to document ALL your income and expenses. REMEMBER: The IRS already has a lot of the tax information from other sources (i.e. NOT Spankee's tax filings) that is required to be filed with the IRS by federal law (to which Spankee has ZERO immunity).

THAT is what proves the person who wrote the supposed "settlement" is/was a total morot.
