I wonder who signed the demo contract for the White House?
Has it been 30 days? Given Felon47s reputation for screwing contractors, were it me, I'd have demanded the bulk of the estimate up front and the balance in an escrow account.
I would imagine the demo company has a legal contract and can sue the GSA or whatever .gov agency signed for the job.
We've demolished a lotta stuff. Vessels, docks, moorings... The days of towing something offshore and scuttling/dumping it are long gone.
City/County/State... sign, work pay. We always gave a fixed price and it usually elicited a gasp from the private client. And, no, a private party cannot pay after we've completed the demo. Read, sign, pay. No sign, no pay, no work.
