No, it's a complete fabrication, a flat-out lie. There's absolutely no way to arrive at such an "interpretation" from anything president Biden said in his commencement address.

It still is a suggestion (interpretation) what Fitton summed up FeebleJoe 22 minute long speech.
Thank goodness all Joe had to do the rest of the time was to shake hands and pass out diplomas.
Five time deferment FeebleJoe did get in a lie of a nonexistent appointment. Surprised he
didn’t bring up the war story about his war hero uncle being eaten by cannibals.

It’s been pouring rain and chilly here in tundra country since Friday and more of the same for today. So it’s been amusing reading your TDS and trying to make FeebleJoe into some sort of a coherent prez.

I’ll be busy today attending a Memorial Day Service. I’m told there will be a remembrance of the Fallen when FeebleJoe abandoned Afghanistan.
