Assistant AG for Fraud Colin McDonald: "Apparently 35% of people have never even used their Obamacare account for any health services. That is a statistical impossibility and it's because these are not real people seeking real care. These are fraudsters."

How is it fraud to sign up for insurance and not make any claims? How can you gain anything from doing that? If I pay for home insurance or auto insurance, and I file no claims, am I committing fraud?
Even if Obamacare policies are subsidized and those who sign up pay only a fraction of the cost, the government ends up making money on their policies if they don't file claims. Those who have no claims end up subsidizing those who do. That's the way all insurance works.
Their goal in removing people who have no claims from the Obamacare rolls is to cause the whole program to collapse. If you get rid of your most profitable customers, you dig the whole system into a hole.
They don't only think people are stupid. Their motives are evil, so they have to lie to achieve them.
