What authority or responsibility did Harris actually have over the border, such that she should have any blame for the management of the border?

“Vice President Kamala Harris will be the White House’s point person on immigration issues at the nation’s southern border, President Joe Biden announced Wednesday, tasking her with stemming the rising tide of migrants, many of them unaccompanied children, arriving in the U.S.”

“News outlets, including Axios, gave Harris the unofficial monicker of "border czar.”
The monicker has stuck and imo appropriate.

Disgraced Biden and VP Harris opened the border in the first place and now is a major campaign issue for the Border Czar.
