(3)the alien reasonably believed at the time of voting in violation of such subsection that he or she was a citizen of the United States.

"A reasonable belief is a belief based on facts that would lead a reasonable person (to think that he was a citizen.) A reasonable belief is more than suspicion. There must be some objective basis for the belief. However, it does not require certainty."

There's usually a reasonable person standard and not idiosyncratic beliefs. As you see it requires some objective basis. History shows us we've never had any real problem with illegals voting. Any mistakes have not been outcome determinative.
