Yes, I encountered that almost 30 years ago when I was bringing 1poorlady over from the Philippines. The birth certificate you get from the hospital with the footprints on it isn't a legal document. I had to request a certified copy by mail (the Internet wasn't really a thing yet, so there was no "doing it online").

I still have it locked away just in case.
