Keep the Detroit, or Wayne County, vote tied up in litigation, and it would probably throw all the state wide races to the GOP. Of course, it would be controversial to try to seat Repubs, when votes from the most populous and most Dem part of the state are not counted, so that would be another question to use to keep the vote tied up in litigation.
