Plan Steve is the most gradual phase in I can think of. The alternative is the status quo, where Proles take it up the rear, paying for massive, redundant, unproductive, bureaucracies, that do nothing but increase cost.
(if you ever see "Current Wars", there is a scene at the start, where a train stops to offload some people who will be attending a demonstration by Edison. On the side of the locomotive is the air compressor, with "WABCO" (Westinghouse Air Brake Company) clearly visible on it.)
