Canada and Mexico are telegraphing that they have thought through their tariff responses. Canada has published a very long list of the first items (totally $30B) to receive Canadian tariffs right away. They have delayed additional tariffs 21 days to give local companies time to adjust their supply lines.

Mexico has only said "plan B". The implication of course is they have thought it through and developed action plans based on what Trump has done.

In relate news "Trudeau’s office said in a statement that Canada and Mexico agreed “to enhance the strong bilateral relations” between their countries."
