No, I think (and was probably lied to when I heard Trump say with his own mouth), he wants Gavin to send some of its vast water supply in the North to the parched cities in the South.

Short of building a vast,new infrastructure to move that water from northern to Southern California, because that watershed is not currently connected, how is that going to be accomplished?

And that crazy smelt isn’t even in that river system- different area.
