The fraud spans several specialized social service programs, many of which saw explosive, unexplained growth in spending:

Housing Stabilization Services (HSS): A program meant to help disabled and homeless individuals find housing. Spending ballooned from an estimated $2.6 million per year to over $100 million in 2024. Prosecutors recently charged "fraud tourists" from Philadelphia who traveled to Minnesota specifically to bilk this program for $3.5 million in fake claims.
Autism Services (EIDBI): This program's costs surged from $3 million in 2018 to nearly $400 million in 2023. Scammers allegedly set up fake treatment centers, recruited parents with kickbacks, and billed for services never provided.
Integrated Community Supports (ICS): A newer program that saw spending jump from $4.6 million in 2021 to $170 million in 2024. Investigators are currently looking into "fly-by-night" operators who reportedly billed for assistance while simply putting clients in apartments without providing the required care.
Feeding Our Future: A related COVID-era scheme where a nonprofit allegedly stole $250 million intended to feed children. Over 60 people have already been convicted”
