Yes Obama was bad faith in action.

However, more to the point in response to the leftist you were responding to--Congress is not obligated to accept ANY "bargain" offered by the President. In other words the leftists are saying Obama was justified in circumventing Congress with his lawless Executive Orders because he couldn't get a majority in Congress to agree with his proposals, therefore, he was justified in just doing it anyway.
