Yes, she did have experience managing an office of this type. She was the AG for Florida, and we're one of the biggest states. I mean, being the U.S. AG and a senior member of the cabinet is a whole other level, but there's probably no prior experience that's analogous to it - so being the AG of a large state is probably the most direct preparation for the job.
I think she just wasn't able to execute the job very well. We'll have to wait for the memoirs to see if that was the result of her own failings, the result of her losing battles behind the scenes, the result of Trump's demands (which I think is most likely the reason for the US Attorney problems), or something else.
