It is so obvious that Proud Boys and other dregs of American society make up the bulk of ICE. Anybody that watched the debate in which Trump mouthed the quote you cited knew Trump would not hesitate to
have them become his storm troopers. They are not dirt cheap, but
ACDC summed them up pretty well back in the early 80s.
