Border Patrol claims that these were targeted operations. However, it is estimated that they stopped and talked to as many as 1,000 people, while only 78 were ultimately detained for various crime

Homan explained this. It's the fault of Sancturary Cities and states.

Because these places don't cooperate and notify ICE of a violator in their custody...they have to go into the neighborhoods to find them. Hence the additional contacts.
