Yes, if you're going to measure a President's performance, you should exclude those things which affect your measurement but which were not their fault. That's obvious isn't it?

Also, the pandemic relief which added so much to the debt was passed with broad bipartisan support. So aren't Dems equally responsible?

I'm not a Trumper but I bring this up because it's a common, and I think valid, complaint from Republicans.
