It's pretty simple - the President is required to follow the laws passed by Congress. The President can "work alongside Congress to decide on the controlling party's objectives" - but once Congress has passed a law, the President has to follow it. And that includes appropriations laws.

All true.

But without the threat of impeachment and removal, that has no teeth. The Felon can do what he likes. There isn't a Congressional sheriff who could arrest the Felon. And this Congress will never impeach the Felon, even though they probably should have after the first week.
