Would not put it past Trump the Conqueror to have arranged the "cease fire", and chatter about negotiations, and the war ending "soon", to deescalate the situation in Congress, until the war powers measure is voted down. Then resume the war. Typical "JC" move: promise anything, to get what you want. The moment you get what you want, all the promises made are immediately forgotten.
