It's odd, and not unique to AZ. It's like the legislature is apart from the people, and introduces things to negate what the people want.

This is very true of Utah where I live. It is truly one party rule here. No democrats among reps or senators at federal level and very few at state level.

Two years ago Utahns passed a ballot initiative to do away with partisan gerrymandering. The state legislature said NOPE. A judge just recently ruled that the legislature couldn't just negate the ballot measure, but they are now working on other ways to avoid the will of the people. One party rule sucks.
