Just to add to your gambling comment: state lotteries.

The E-Trade Baby once said "you know, the odds of winning the lottery are the same as mauled by a polar bear and a regular bear in the same day". (https://www.youtube.com/watch?v=qGTtnMFUSrA) The Proles buy the tickets, get nothing (usually), and the state rakes in the money. This is a few years old, but likely not much has changed:

A recent report found that state lotteries around the country are supported in large part by people who are least able to afford it.

One reason rich people are rich (and, on average, getting richer) is that they don't do stupid things with their money.
