Trump is doing the stuff he wants to do, irrespective of whether Heritage wrote down the stuff he wants to do in Project 2025. He's not going to do any of the stuff he doesn't want to do...

That's always the case with him.

I would guess, though, that there might be significant overlap between what he wants and the substance of P25. Also, since he is um...a bit suggestable to outside influences (i.e. the last person he talks to before he takes action) there is ample opportunity for P25 implementation. A lot of folks in his prospective administration could suggest things at the right time and make it seem like Trump's idea all along.
