Completely agree. Mayorkas is NOT a SecDHS. He is a lightning rod.

He is NOT running the ship, calling the shots. He is doing exactly as he's told, from the openly lying to taking all the arrows thrown at him.

If he WERE removed (very unlikely), his replacement would be a carbon copy. Maybe less good looking?
