Shouldn't it be the content of the pages that gets scrutinized? Certainly someone can explain what got cut from this long bill and how eliminating those things makes the bill better.</I.
There has long been a concern about putting policy pieces into the budget bill. The changes had little to do with budget, and mostly deal with policy. Some of things that got cut are:
Increased consequences for "revenge porn"
Improvements to the way pharmacies handle drug payments
Pay raises for congress
limiting US investment in China
Protection for food stamp theft
funding for pediatric cancer research

It was mostly theater...
