USPS knows how important mail-in balloting is, so it was NOT the USPS. And, as stated, it was the STATE GOVT that screwed up, not the USPS. The STATE GOVT was in charge in 2016, so who controlled the UTAH STATE GOVT in 2016 (and 2015, 2014, 2013, etc) that made the change.
What kind of scam were you running? I'm curious.
