There was a pizza chain concept, several years ago, designed to work a loophole in that rule. The pizza store would build your pizza to order for you, but you had to take it home and bake it yourself. One of those shops was near my home. I read the on-line reviews, One guy complained loudly, that the pizza was extremely "undercooked". Seems there was a failure to communicate.
