Unfortunately, you don't understand the first thing about the Constitution, and it shows. Apparently you don't understand that congress has to authorize spending and then the president executes on that spending. So congress told Biden to spend what he did. Congress told Obama to carry on with the 2nd tranche of TARP.

The Bush tax cuts, the Iraq invasion, and Trump tax cuts. You were a supporter of all three and those are three of the biggest drivers of the federal debt.
