NJ makes an interesting argument.

What’s most likely to happen? Will Baude, a law professor at the University of Chicago, thinks the court may go the first route, permitting nationwide injunctions only when they are necessary to give plaintiffs “complete relief”. New Jersey, for example, argued that it would be seriously harmed unless Mr Trump’s order remained blocked in all 50 states. Why? Every year mothers who live in New Jersey give birth to 6,000 babies in other states. When children of undocumented parents return to New Jersey from states where Mr Trump’s order is in effect—and where they are therefore not regarded as citizens or given Social Security numbers at birth—New Jersey would bear significant burdens to give them Medicaid and other services. On this reasoning, the interconnectedness of the states requires an injunction against Mr Trump’s order to extend nationwide.
