If the guy at the top is thoroughly disgraced (eg. Nixon), his lieutenants can be thoroughly spanked.

Not if he pre-emptively pardons them all for any and all actions taken while he was in office, which I guarantee he's going to do. All of them will get a pardon: Vance, Rubio, Miller, Bondi, Hegseth, etc.
