exploits every opportunity (and tragedy) to enflame. The others you list -despite the varying political views- weren't, and didn't.

Bush #43 eagerly exploited 9/11 to wage wars abroad and enact police state tactics in the US. And, when anyone called him out about it, he would start bawling "we were victims on 9/11". All the while, keeping the citizens in a constant state of agitation by fear mongering about the Islamic boogyman.
