g0177325: Wouldn't a majority in the House at least have voted for it? Would Sinema and/or Manchin not have been on board in the Senate?

A bill would require 10 republican votes in the Senate. There was never much stomach for working to pass a separate immigration bill in the House that would die in the Senate. Dems tried to avoid the death knell of a Senate filibuster by putting immigration reforms into a party-line budget bill but the Senate's rulekeeper said nope.
