"Remain in Mexico" only works while Mexico cooperates. Last I heard, they were refusing to continue that program. So it wouldn't matter what Biden or Trump or anyone else wanted. Mexico is saying "no".

If there is a way to apply pressure to Mexico, lots of it, Trump will find it. Biden won't even look.
