A Plan For Establishing A United States Sovereign Wealth Fund

Start with a mega-pile of manure--such as Spankee. Then bury him under all the manure produced DAILY at all the commercial stockyards, avian facilities (of all types), and so on. Pile it high in order to be able to make good use of it. Per "Hello Dolly", manure doesn't do any good unless it is spread around, so that is then done. THAT is what will do Spankee in.
