During WWII, there was a plan to make unsinkable aircraft carriers out of a frozen water and sawdust mixture. The stuff doesn't melt very fast because the sawdust forms a fuzz on the outside that slows melting. Experiments were made and the stuff is cheap, weirdly tough and the idea was fairly practical. But absent someone shooting torpedoes into your ships, it wasn't worth the bother. Given how few ships sink, I'm not sure this will be all that useful.

Given how few ships sink, I'm not sure this will be all that useful.

Doesn't have to be the ship itself, could be passenger-survival items that would stay afloat. Great for smaller boats that tend to sink more frequently--with greater loss of life.

While not suitable for warship hulls (aluminum is flammable), this has a huge number of potential uses.
