The vehicle’s front wheels were clearly turned away from the murderer. The first shot was fired after the front of the vehicle went by the murderer and the next two shots were were fired through an open side window as the vehicle passed by the murderer.
But if you need more evidence than what your eyes plainly see, the fact that federal agents are not sharing information with local law enforcement shows they know it was a cold blooded murder.

They can look straight at those videos of Jan 6, and call it a picnic of tourists, just as they can look at the videos of Minneapolis and see a crazed terrorist trying to run down ICE (apparently after just dropping off her child at daycare).

True, but I speculate there might be a legal term other than "murder" that applies?
Surely there is some statute that applies to the broad spectrum of, errr, "misconstruing your job duties", but I'm not sure what. Seems to be without premeditation but with clear intent to cause death or something close to it...some sort of high degree of manslaughter or low degree of murder? Both of those are state laws I believe. Maybe some extra boring stuff like firearms or civil rights offences?
