I'm not a lawyer, but there has to be a law against using taxpayer funds to spread pure partisan horse droppings like this shit. Of course, there's the laws of "common sense", "common decency" and "ethics" that are appropriate for the office, but we all know those long ago went out the window in this administration.

The page appears to be legit, Whitehouse.gov is the genuine Presidential web site. That other page, about the history of the White House, with the pix of Clinton and Monica, Obama in Muslim dress, and a stoned Hunter in a bathtub, can be accessed from the official WH home page too.
But Trump is the most exceptionally Shiny POTUS in the history of the world, so, presumably, he can do anything that Hannity can do on Fox Noise.

..and I don't play one on TV,, but it would seem that, ESPECIALLY this close to elections, that it would be deemed political campaigning by the taxpayer funded WHite House staff (assuming it was produced in the White House, which it probably had to be... else how could it go out on the .gov url)
