Well, it would still have to get through the Senate. Are there thirteen Republicans willing to vote for it if Trump tells them not to?
Or does Trump just let them vote how they want and simply veto the bill? Doesn't seem like his approach, but that would give all the Congresscritters the political cover they want going into the midterms while still keeping the files from being released.

Which veto can still be overridden by a 2/3 majority of both the House and Senate. But that's pretty unlikely to happen if it gets that far, unless there's some sort of Watergate level coverup that's discovered.
