Not sure what your point is with the floods. I blame the Felon for a lot of bad stuff, but I can't blame him for floods. He may think he's god, but he isn't. And he's already said he would help TX (after saying CA got what it deserved). So, not much more can be done on that front.
I don't know the stats, but I'll take your word for the number of Texans on ACA. Yes, a sizable chunk of them are going to be hurt next year. The Felon won by over 1.5M votes, though Harris did get over 4M votes (I was a bit surprised by that). Still...they got the government they voted for, so whatever pain is coming is their own fault.

Yes, that is one of the many repercussions of cutting everything willy-nilly. Those agencies/departments were created for a reason. Occasionally, that reason doesn't exist anymore (Rural Electric?). But NOAA's reason still persists (i.e. the weather). Just as one example.
